You are right to say that outside displays do not prove inward warmth toward Judaism. It is possible to have one without the other and the optimum is of course to have both.
The Rebbe's point was that North American Jewry needs to stop hiding their Judaism. Hiding does them no good. It merely erodes their own conviction. To counter that the Rebbe counseled that it begin with the outward display rather than the other way.
The Rebbe often said that it would have been much better if we had the luxury to begin with the inward inspiration and let it trickle outwards. But we are dealing with a crisis and must grab whatever solution comes first. Beginning with the outward display is the more practical and easily implemented solution and as such was the one the Rebbe advocated.
But you are right to say that it may not stop with the outside. It needs to change the innards too.
